The Welch Avenue reconstruction project replaced original infrastructure that was more than a century old along with adding new street pavement and water quality improvements. Special features of the new Welch Avenue include bike lanes in both travel directions, permeable pavers, extended sidewalks, and tree trenches for improved stormwater management.

The stormwater management features will help to filter run-off from Welch Avenue that flows directly north into Lake LaVerne and College Creek. Because of the incorporation of these stormwater quality improvements, the City was awarded a grant in the amount of $100,000 by the Iowa Department of Agriculture and Land Stewardship (IDALS) through the Water Quality Initiative Urban Conservation Demonstration Project Program.
