Government Rules Shouldn't Kill Jobs: Zaun Report 2/23
Urbandale state Sen. Brad Zaun writes about his support for a bill that would require state agencies to describe how any proposed governmental rule would affect jobs.

A Senate subcommittee unanimously passed House File 2042, which would require all rules proposed by government agencies to contain a jobs impact statement.
The jobs impact statement would outline the objectives of the rule and provide details of the impact the proposed rule will have on state agencies, local governments, the public, and regulated entities, including regulated businesses and self-employed individuals.Â
The subcommittee unanimously passed an amendment to House File 2042, which would require an agency to conduct an ongoing review of all the agency’s rules every five years. The bill’s goal is to identify and eliminate outdated or redundant rules. Each agency would be required to consult with major stakeholders and constituent groups in the review process.Â

Requiring a jobs impact statement and review process for proposed rules makes sense. I have heard from countless small and mid-sized businesses about the burden many of these rules have on their operation and growth potential.
Unfortunately, this bill has not been allowed to come to the floor for debate. Iowans deserve better.
