Cohen Puts Crystal Spring Developers on Hold for New Administration

Annapolis mayor says he wants the incoming administration to have "a completely blank canvas" to manage a major development project.

Annapolis Mayor Josh Cohen asked developers of Crystal Spring on Wednesday to "delay any further submissions on the project" until new mayor-elect Mike Pantelides takes office next month.

“Crystal Spring was one of the major issues in the campaign, and the incoming administration will have a completely blank canvas to manage this development entirely as they see fit,” Cohen said in a prepared statement.

Patch previously reported that the proposed mixed-use development would bring together assisted senior living and retail areas to Forest Drive between Hilltop Road and Spa Road. It's a proposal that County Councilman Chris Trumbauer has reviewed and called "too big."

According to a press release from the city, the next step in the process is the submission and review of a revised Forest Conservation Plan that shows where construction will be on the site and how it relates to the natural resources. One version of the plan was rejected in June after review by the Planning and Zoning, Department of Neighborhood and Environmental Programs. A new version has not yet been submitted by the developer, according to the city.
