Bel Air Mayor Amy Chmielewski was among those in attendance, along with Town Commissioner Erin Hughes and Economic Development Director Trish Heidenreich.
"Adding more businesses to the Harford Mall is very important," Chmielewski said at the grand opening, where she encouraged people to spend money and support a local business.
The boutique sells women's clothing and accessories as well as snacks and children's products.
Chmielewski said she sent a video of the new store to her daughters, who are 22 and 19, and they replied: "Oh my God. Get me something cute."
Before the ribbon cutting, Bray & Em owner Ashley Owings thanked her children — Brayden and Emily — for whom she named the store, for helping her to achieve her dream.
Hours are 10 a.m. to 8 p.m. daily at Bray & Em Boutique, 696 Bel Air Road, at the Harford Mall.
