Carroll County Hires New Utilities Bureau Chief
Jeff Castonguay has extensive experience in the engineering industry.

The Department of Public Works has hired Jeffrey Castonguay as the Chief of the Bureau of Utilities for Carroll County. He started work last Thursday.
Castonguay comes to Carroll County with more than 21 years in the engineering industry working on a variety of projects ranging from new waste water treatment plant construction, land development projects, airport construction/upgrades, to highway and bridge construction, according to a news release.
During his career in the private sector, Castonguay has managed engineering offices responsible for oversight of an engineering staff, numerous field staff, sub-contractors, budgeting, accounts receivable and payable management, and development of corporate quality control programs, a county news release reports.
Thomas Rio, director of Public Work for Carroll County, said in a statement, “I am very pleased to welcome Mr. Castonguay to my staff. His extensive experience and expertise will be an asset to the county.”
A Carroll County resident, Castonguay volunteers for the local American Cancer Society, Boy Scouts of America, and 4-H clubs.
