Police responded to a parking garage in the 10200 block of Wincopin Circle on June 23 for a report of an adult female unresponsive in a vehicle. The victim, Victoria Ann Santiago, 47, of Windsor Mill, was suffering from a gunshot wound and transported to Howard County General Hospital where she was pronounced dead.
Through investigation, detectives learned that Ferguson and Santiago were in a restaurant together before walking back to the victim’s vehicle in the parking garage. Investigators believe Ferguson then shot Santiago before fleeing. The motive remains under investigation.
