Fallston Resident, Baltimore County Police Sergeant Charged in Fraud Investigation

A Baltimore County police sergeant has been suspended without pay after charges were brought against him Friday as the result of what police said was a “complex fraud investigation” by the state’s attorney.

According to police, Sgt. Daniel Gregory Galloway, 40, is charged with conspiracy to commit theft over $100,000; theft over $100,000; five counts of conspiracy to commit theft from $10,000 to $100,000; four counts of theft from $10,000 to $100,000; and theft between $1,000 and $10,000.

Property records indicate Galloway and his wife own a home in Fallston.

Galloway has been with the Baltimore County Police Department for 18 years and was assigned to the tactical unit of the special operations section, according to police, who noted that none of the charges involves his on-duty activities with the department; in addition, police said, the charges do not involve public funds.

His wife, against whom charges are also pending, was the CEO and manager of Health Care United Federal Credit Union, which is located inside the Greater Baltimore Medical Center, police reported.

As CEO—a role she held from 2002 to November 2014—she handled accounts for employees at GMBC and Sheppard Pratt, according to the report.

In November 2014, during an annual routine audit of customers’ accounts, the auditing firm found “discrepancies” in the Galloways’ accounts, the report stated. That month, Mrs. Galloway resigned, according to the report.

Tina Marie Galloway, 44, of the 3500 block of Fallston Road in Fallston, has been charged with theft more than $100,000 in connection with an incident on Nov. 6, 2014, court records show. Additional charges are pending, according to police.

The Health Care United Federal Credit Union hired a second auditing firm to conduct a review of its customers’ records, then in March reportedly referred the case to the Baltimore County State’s Attorney’s Office and police.

“The investigation determined that Sgt. Galloway’s wife embezzled money from the bank; falsified records; and issued checks to herself that were supposed to be for bank expenses,” Baltimore County police said in a statement. “Investigation also revealed discrepancies with loans made by the credit union and other lenders to the Galloways. The amount of money involved remains under investigation, but police believe the amount is substantial.”

Police allege Sgt. Galloway knew about his wife’s suspected criminal activities, benefited from them and conspired with her to defraud the credit union. Police said Friday he was served with a criminal summons.
