2 Corporals Join Franklin Police Precinct

The Baltimore County Police Franklin Precinct gained two experienced police officers on Saturday when one officer was promoted to corporal and another corporal was assigned to the precinct.

Officer Thomas Insley Jr. was promoted to the rank of corporal and Cpl. Joseph Putnam came from the county police’s K9 unit to the precinct.

“[Insley] is very knowledgeable and very capable and brings with him a lot of energy and enthusiasm,” said Capt. Matthew McElwee, commander of Baltimore County Police’s Franklin Precinct.

Insley, who comes from the police’s criminal investigated division, was promoted Friday morning in the Baltimore County Police’s promotion ceremony at Stevenson University’s Greenspring Valley Road campus in Stevenson.

Police Chief James Johnson and County Executive Kevin Kamenetz attended the ceremony. Circuit Court Clerk Julie Ensor administered the oath of office and Cantor Mel Luterman presided over the invocation and benediction.

McElwee said Putnam also brings a wealth of knowledge and expertise to the Franklin Precinct. Both corporals started their new assignments on Saturday.
