Water distrubution system infrastructure

This is a serious issue in Baltimore County. This is just the latest water main break in Baltimore County

There is also a water valve that has been leaking for over a month now. I have reported it at least two weeks ago and the county just closed it out. I also reached out to my District councilman David Marks and I know he has reported it at least 4 times.

I had reached out to County Executive Mr Olszewski and he passed me off to Steve Walsh who is the DPW Director and he informed me that there was a written agreement between the county and the city about the county doing the upgrades to the water distrubution system infrastructure and the city doesn't have to reimburse the County for the work because as he said the City doesn't reap any benefit from the upgrades to the water distrubution system infrastructure and when I went to contact him to disagree with him I found out I was blocked by him do I tried to reach out the County Executive Mr Olszewski he also blocked me.

I wanted to ask them if the county could find out were all the revenue generated by the water bills from the county residents is going and why it's not being reinvested back into making the necessary repairs or improvements to the water distrubution system infrastructure but I couldn't since I was blocked.
