Water Distrubution System infrastructure

I am very dishearted because I feel as though I am being ignored. This is a extremely serious situation that is occurring with the water distrubution system infrastructure and it seems to me the council is not will to hold the city accountable for the condition of the water distrubution system infrastructure every time I contact someone about it I get told that its the city's responsibility to do the repairs and that there is a written agreement between the County and the city that the County does the capital work in the county and the city doesn't reap any benefit from the upgrades which is not true. You as the council need to revisit this agreement and make the necessary changes to it to hold the city accountable.
