Body In Port Deposit Was Kidnapping Victim: FBI

The victim of an abduction in Philadelphia was reportedly found in Cecil County.

A man who had been kidnapped in Philadelphia was reportedly found deceased in Port Deposit. The body was located near Route 222 on Thursday, Aug. 30.

Luis-Alejandro Chueder Ramon, 27, had been bound, according to the FBI.

Investigators suspect foul play in what is being deemed a homicide, officials reported Friday, Sept. 28, more than three months after the Pennsylvania man was abducted.

Ramon was kidnapped in broad daylight from the 2000 block of Orkney Street in north Philadelphia on June 19, the FBI said.



Ramon owned a bar in Bucks County, Pennsylvania, and was also a landlord, according to CBS Philadelphia. When he went missing on June 19, he had reportedly planned to meet potential tenants. The abductors demanded a ransom from Ramon's wife, which she paid.

Though she paid the $30,000 ransom in jewelry and cash, Fox Philadelphia reported Ramon's wife never saw her husband again as promised. When she went to police in late June with the information, investigators found a "significant amount of blood" and "obvious signs of a struggle" in the property Ramon and his wife owned on Orkney Street, Capt. Mark Burgmann of the Philadelphia Police reportedly said at the time.

Based on the initial investigation, three vehicles were tied to the crime — a blue Volkswagen Passat, silver Lexus ES 350 and black Navigator — according to The Philly Voice.

Cecil County officials told the Delaware News Journal that a pedestrian in Port Deposit found the body in August along MD 222/Susquehanna River Road, where officials said it could have been for months.

The Philadelphia FBI and police announced Friday that the skeletal remains were believed to be those of Ramon, based on his dental records and items found near his remains.

The agencies said they have identified several persons of interest who have cross-state and international ties in connection with the abduction and homicide, and they asked for help identifying two suspects.

Surveillance video shows two men putting a car seat into the trunk of a late model blue Volkswagen Passat.

The men may have ties to the Philadelphia and/or Norristown areas and were last seen leaving the 2000 block of Orkney Street, according to officials. They are considered armed and dangerous; people should not approach them. Call 911 immediately.

There is a $20,000 reward for information in the case.
