Elkton, MD: Cecil County Executive Danielle Hornberger announced today that the County Administration Building will fully reopen to the public on Wednesday, June 16, 2021. This reopening is in response to the continued decrease in the County’s COVID-19 positivity rate and the completion of the Administration Building’s new layout designed to mitigate the spread of COVID-19.

Since last year, the Administration Building has been in a modified opening status requiring constituents to make an appointment for most services. Beginning June 16, no appointment will be required to visit the Administration Building, however, scheduling an appointment with the appropriate department is recommended to ensure expedient service. The Administration Building is open Monday through Friday from 8 AM- 4:30 PM.

To further improve customer service, a new Land Use and Development Services (LUDS) Counter has been installed on the first floor of the Administration Building. This counter will be able to provide services related to permitting, planning, and zoning.

The two most frequently used County services, Finance and LUDS, will now have customer access points in a convenient location adjacent to the Administration Building’s lobby. Additionally, Finance has a new collections window specifically for permit fees.  This will allow constituents to apply for a permit and pay the permit processing fee in the same location. Previously, the Finance collections windows and LUDS were on separate floors.

The funding for these constituent upgrades were provided through the federal CARES Act with no costs to the County.
