Commissioners Honor Carroll County Men on National POW/MIA Recognition Day

Four Carroll County men who died as POWs or went missing during their service were honored at the event.

The Board of Carroll County Commissioners held a ceremony to recognize local POWs and soldiers missing in action on National POW/MIA Recognition Day.

On Friday, National POW/MIA Recognition Day, Carroll County's commissioners hosted a ceremony at the county office building to recognize local men who were prisoners of war or who went missing while serving in the military. 

Leonard Kirk, a former WWII POW (see video) and Col. Edward Rothstein, a former Garrison Commander at Ft. Meade both spoke at the event. 

Commissioners also read the names of men from Carroll County who went missing during their service as well as those listed as POW/MIA from the state of Maryland. 

The following Carroll County names were read:

  • Corporal Charles E. Garver was serving in 1951 in South Korea when he went missing. 
  • Airman First Class Charles Levine Billingslea was serving in South Korea in 1952 when he went missing. 
  • Corporal Louis Ashby Damewood died as a prisoner of war in Korea in 1951.
  • Lieutenant Colonel Sherman E. Flanagan, Jr. went missing while serving in Vietnam in 1968. Investigations have revealed that Flanagan's plane crashed but he is considered missing because no identifiable remains were recovered.
