Former Carroll County Teacher Indicted In Online Sex Sting

A grand jury has indicted the one-time "Teacher of the Year" honoree, who taught at various Carroll County schools.

BALTIMORE, MD — A federal grand jury has indicted a former Carroll County school teacher for allegedly using text and email messages to entice a minor to have sex with him. Police said Kenneth Brian Fischer, 39, formerly a Maryland "Teacher of the Year" honoree, was caught in an online chat by an undercover detective posing as a minor in Virginia.

Prosecutors from the U.S. Attorney's Office in Baltimore say between Aug. 31, 2017, and Sept. 5, 2017, Fischer used online chats in attempts to coerce a minor to meet up for sex.

The investigation began on Aug. 31, 2017, when Fischer contacted the detective in Fairfax County, Virginia. Police said Fischer asked for sexual contact and sent sexually explicit images, likely of himself.

Fischer was arrested on Sept. 13, 2017, and charged with four counts of solicitation of a minor in Fairfax County, Virginia. He was indicted on Feb. 22 one one count of using a facility of interstate commerce to attempt to entice a minor to engage in sexual activity.

Fischer was a teacher at West Middle School in Westminster. Since 2000, he worked as a teacher and administrator at other Carroll County Public Schools, including North Carroll High School, Winters Mill High School, Francis Scott Key High School, Manchester Valley High School, Sykesville Middle School and Mt. Airy Middle School.

The Maryland State Department of Education presented Fischer with a "Teacher of the Year" award in 2006 as a biology teacher at Winter Mills High School.

The former teacher faces 10 years to life in prison when sentenced. His court date has not been set.

Fischer has been in custody since his arrest on Sept. 13, 2017, according to the U.S. Attorney.

The FBI, Maryland State Police, Carroll County Sherriff's Office, Fairfax County Police and the Fairfax County Commonwealth's Attorney's Office investigated the case.
