"My heart is heavy as we send our thoughts and prayers to the families and loved ones grieving their loss after this morning’s tragic incident," Walsh said in a statement.

The city suspended Atlantic Coast Utilities' other worksite in the city until the investigation into Wednesday's incident is complete.

The Occupational Safety and Health Administration confirmed it is inspecting the incident. A Department of Labor spokesperson said OSHA is working to determine is there was a violation of workplace safety standards.

"Right now we don't know that this is a crime," Suffolk County District Attorney Rachael Rollins said. "We do know that this is a tragedy."

Rollins referenced a similar tragedy from 2016, when two construction workers died in a South End water main break that flooded the trench they were in. The owner of that company, Atlantic Drain, was convicted on two counts of manslaughter.
