3 Brothers Charged in Connection With Fatal Shooting In Lowell

Two brothers were arrested in Lowell, a third was found in New Hampshire. All were held without bail, according to the District Attorney.

LOWELL, MA – Police are still looking for a man who has been charged in connection with the fatal shooting of Tyrone Phet in September in Lowell, as two other men accused of murder are set to appear in court Friday.

Channa Phan, 27 and Billy Phan, 29 both of Lowell, were arrested early this morning in Lowell and arraigned Friday in Lowell District Court. Judge Stacey Fortes ordered both men held without bail. The next date in this case is Dec. 1, according to Middlesex District Attorney Marian Ryan and Lowell Police Superintendent Kelly Richardson.

Billoeum Phan, 28 was arrested this afternoon by New Hampshire police at a home in Manchester residence. He will be arraigned in New Hampshire as a fugitive from justice and will face extradition to Massachusetts.

The three Lowell men are brothers. Police said they drove to the Phet's house on Sept. 14. According to court documents they then drove together to a pre-determined location, where another vehicle waited. After about 20 minutes, police said they shot Phet multiple times and then jumped into a waiting car and drove off.

Just after 1 a.m. on Sept. 14, someone reported shots fired on Spring Avenue. When officers got there, they found Phet, 22, sitting in his car suffering from gunshot wounds.

In the days following the murder, police said Channa Phan took steps to get rid of the getaway car used that night.

Police told the Lowell Sun in 2014 after Channa Phan was arrested in connection with a stabbing at a birthday party and an assault with a hammer in2013, that the Phan brothers are well-known to them for their extensive, violent crime histories, including assault and firearms charges.
