CHELMSFORD, MA — Around the time snow started falling Monday afternoon, the town declared an emergency parking ban. That emergency ban will be in effect until noon Tuesday. The district also declared classes will be fully remote Tuesday.

"In the event of significant power outages, however, Dr. Lang may close school entirely," a district spokesperson told Patch.

The National Weather Service predicts Chelmsford could see more than a foot of snow by Tuesday morning, before rain moves in.

"A winter storm will likely impact the region Monday and Monday night, with lingering effects into Tuesday and possibly Wednesday. Heavy snow, strong winds and coastal flooding are the main concerns," the weather service said.

The service said snow was also likely to continue into Tuesday and mix with rain.

What to know

Snow emergency: The town has called a snow emergency, instituting a parking pan.

"There will be a parking ban starting on Monday, February 1, 2021 at 12:00 p.m. through Tuesday, February 2, 2021 12:00 p.m. Please remove all vehicles from roadways to assist in plow operations," said Chelmsford Highway Superintendent Larry Ferreira.

Generally, the Highway Superintendent calls a "snow emergency" when excessive amounts of snow are predicted. All cars are required to be removed from all roadways to allow for a better clearing job.

During a parking ban, there is no on-street parking permitted. Instead, officials ask that you park in municipal and school parking lots — or risk getting towed.

Trash collection Delayed: The town asks that you bring in your trash and recycling barrels, so they don't get knocked over by plows. Trash and recycling collection will be delayed a day beginning Tuesday. There will be no collection Tuesday, and the rest of the week will be on a one-day delay.

If your day is Friday, your trash and recycling will be picked up on Saturday.

Schools: Schools will be held fully online Tuesday.

Generally, the school superintendent confers with the Public Works director about the road conditions and takes into consideration distances teachers have to come to get to school.

What the National Weather Service says to expect in Chelmsford:

Monday —Snow likely before 11am, then snow, possibly mixed with freezing rain between 11am and 3pm, then snow after 3pm. Patchy fog between 10am and 2pm. Patchy freezing fog after 2pm. High near 32. Northeast wind 8 to 15 mph, with gusts as high as 28 mph. Chance of precipitation is 90%. Total daytime snow accumulation of 2 to 4 inches possible.

Monday night—Snow showers. The snow could be heavy at times. Low around 30. Blustery, with a northeast wind 17 to 22 mph, with gusts as high as 37 mph. Chance of precipitation is 100%. Total nighttime snow accumulation of 7 to 11 inches possible.

Tuesday —Snow showers, freezing rain, and sleet likely before 2pm, then a chance of snow showers and freezing rain between 2pm and 3pm, then a chance of snow showers, freezing rain, and sleet after 3pm. Cloudy, with a high near 31. North wind 11 to 17 mph, with gusts as high as 31 mph. Chance of precipitation is 70%. New snow and sleet accumulation of less than a half inch possible.

Tuesday Night —A chance of snow showers before 7pm, then a chance of snow showers and freezing rain between 7pm and 8pm, then a chance of snow showers after 8pm. Cloudy, with a low around 26. Northwest wind 8 to 10 mph. Chance of precipitation is 50%. Little or no snow accumulation expected.

Wednesday—A chance of snow showers before 9am, then a slight chance of snow between 9am and 1pm. Cloudy, with a high near 33. Northwest wind around 9 mph. Chance of precipitation is 30%. Little or no snow accumulation expected.
