This is one in an occasional series looking at local candidates running in the Chelmsford town election on April 6. Today we profile Paul McDougall who is running for one of three seats open on the Planning Board, which is a three-year position. He will face off against Deidre Connolly, and incumbents Glenn Kohl and Tim Shanahan for one of three available seats up for election.

CHELMSFORD, MA — Paul McDougall, 53, is making his first run for elected office and taking on two entrenched incumbents to represent the town on the Planning Board. McDougall, who has two daughters, is a graduate of Nashoba Valley technical high school graduate in Westford and owns an HVAC contracting company.

The Planning Board's responsibilities include guiding land-use management that preserves the character and integrity of the town through reviewing special permits and site plans for development in accordance with state and local zoning laws.

Why are you seeking elective office?

Oversight of Chelmsford’s changing appearance and functionality.

The single most pressing issue facing our (board, district, etc.) is _______, and this is what I intend to do about it.

Balance between fiscal feasibility, community and future needs.

What are the critical differences between you and the other candidates seeking this post?

Really can only speak for myself. My children and I have been raised here, and I have always felt protective of my town. I will bring this fierce attitude with me while facing any challenges directly and honestly.

If you are a challenger, in what way has the current board or officeholder failed the community (or district or constituency)

Actually, I was pleased that the proposed changes to the center were at least temporarily stopped. I appreciate all the time and effort our elected officials give.

How do you think local officials performed in responding to the coronavirus? What if anything would you have done differently?

Transparency and commitment to follow through with all aspects of development

What accomplishments in your past would you cite as evidence you can handle this job?

This would be my first experience with governing. My personal experience is varied, and I feel well suited for this position. My clients are mostly commercial property owners, and they depend on my advice not only in my trade but with all aspects of management.

I will listen to anyone’s feelings and concerns with an open mind.
