Chelmsford man is charged with harassing his neighbors with loud noises.

LOWELL - Scott S. Leccese's Chelmsford neighbors say he is deliberately harassing them by making loud noises, including setting off his car alarm and metal-on-metal banging, according to Chelmsford police.

Chelmsford police state in court documents they have had "numerous involvements'' with Leccese in other places.

Police say Leccese, 51, has lived in different locations throughout town and they have responded to calls about his from other neighbors.

Now he lives at 9 South Row and at last one neighborhood couple say they have had enough.

In Lowell District Court on Thursday, Leccese was released on personal recognizance after pleading not guilty to one count of criminal harassment in a Jan. 11 incident with his neighbors Kimberly and David Kalloch.

As part of Leccese's release, Judge Ellen Caulo ordered Leccese to not harass, have no contact and stay at least 10 yards away from his neighbors at 11 South Row St.

His next court date is a pretrial conference on April 24.

According to court documents when Leccese's was confronted by police he was apologetic.

A Patch editor attempted to contact Leccese using a phone number listed in court documents. A message was left with no response.

Leccese's neighbors Kimberly and David Kalloch at 11 South Row, told police Leccese would allegedly set off his car alarm many days at 3 a.m. and 5 a.m. and trigger the alarm they passed by his house walking their dog, according to a Chelmsford police report.

Leccese allegedly told police after a Jan. 11 complaint he has been having "issues'' with his vehicle, according to court documents.

Leccese was apologetic and remorseful, police said, but he was still warned he could face a criminal harassment charge if the issues persist.

Frustrated, Kimberly Kalloch kept a log of the loud noises coming from Leccese's home including metal banging that began at 6 a.m. on Jan. 3, 4 and 9 and continued through the day.

The Kallochs alleged that when they would leave their there home, Leccese's car alarm sounded.

Police say they have had "numerous involvements'' with Leccese noting he has lived at different locations throughout town and in each spot he has allegedly appeared to harass his neighbors to the point where the police are called multiple times.

Kimberly Kalloch told police she has lived on the street for more than 20 years with no neighbor issues until Leccese moved there in 2015.

Police allege that in the summer of 2016, officers responded to six reports of loud music when Leccese allegedly placed a speaker in the window of his home pointing it toward the Kalloch's home and played loud music.

In another instance, Leccese triggered a noise complaint by continuous banging metal on metal anytime the Kallochs were outside their home.

When police arrived on a date in November 2016, officers could hear the noise and confronted Leccese, according to court documents.

"It appears Leccese is willfully and maliciously engaging in their acts of harassment directed at Kimberly Kalloch and her family...showing a pattern of conduct by which her life has been affected,'' police wrote.
