Town Of Dedham Stormwater Management Bylaw Change To Go Into Effect On June 1

Beginning on June 1, 2021, the Dedham Stormwater Management Bylaw (Dedham Code 246-11) Fee Schedule will be in effect for all new stormwater management permits filed with the Town.

As presented at Fall Annual Town Meeting in November 2020, the warrant article is as follows:

Article Twenty-Eight: By the Town Manager at the request of the Conservation Agent. To see if the Town will vote to amend the General By-Laws, Section 246, Stormwater Management, by deleting in their entirety Sections 246-11 (B), (C), and (D), and inserting in place thereof the following new language: Section 246-11(B) – Fees:

  1. Fees for applications, permits and direct connections, as well as all other fees that may be assessed in connection with implementation of this by-law shall be established in accord with the provisions of Section 150-3 of these By-Laws, and shall be in addition to any other fees required by state or local law or regulation.
  2. Consultant fees shall be determined on a case-by-case basis in accord with the then-current version of the Stormwater Management Rules and Regulations promulgated hereunder.

Under the amended bylaw, applicants who require a Major Stormwater Management Permit, in accordance with Chapter 246: Stormwater Management in the Dedham Town Code, will be required to pay a fee based on the property size (measured in square feet), as listed in the fee schedule below:

1. Minor Stormwater Management Permit: $100

2. Major Stormwater Management Permit:

a) New Single-Family Homes and Residential Additions more than 2,000 sf: $300

b) Multi Family Development: $300/residential unit

c) Commercial, Institutional, Manufacturing <5,000 sf of Disturbance: $500

d) Commercial, Institutional, Manufacturing >5,000 sf of Disturbance but <1 acre: $1,000

e) Commercial, Institutional, Manufacturing > 1acre of Disturbance: $1,000/acre plus an additional $1,000 for any fractional additional portion

3. Request for Certificate of Compliance:

a) New Single-Family Homes and Residential Additions >2,000 sf: $50

b) Multi-Family Development:

i. Partial: $50/residential unit

ii. Final: $100

c) Commercial, Institutional, Manufacturing <5,000 sf of Disturbance: $100

d) Commercial, Institutional, Manufacturing >5,000 sf of Disturbance but <1 acre: $250

e) Commercial, Institutional, Manufacturing > 1acre of Disturbance: $500

4. Permit Extension Request:

a) New Single-Family Homes and Residential Additions > 2,000 sf: $50

b) Multi-family Residential: $100

c) Commercial, Institutional, Manufacturing <1 acre: $100

d) Commercial, Institutional, Manufacturing >1 acre: $300
