Grafton Energy Choice To Deliver Electricity Price Stability And Savings

The program will launch with savings of 0.68 cents/kWh below winter National Grid prices.

From Grafton Town Administrator: The Town of Grafton will launch the Grafton Energy Choice municipal electricity aggregation program in on March 1, 2017. Electricity aggregation is a form of group purchasing in which a city or town selects an electricity supplier on behalf of its residents and businesses. Through a public procurement process, Grafton has signed a 19-month electricity supply contract with Public Power, LLC.

Grafton has secured a price that will offer savings of 0.68 cents/kWh below National Grid Basic Service
residential winter rates at the time of program launch.

Most Grafton residents and businesses currently receive National Grid Basic Service, which means
National Grid both delivers and supplies their electricity. With Grafton Energy Choice, National Grid will
continue to deliver electricity, but Public Power will supply it. All National Grid Basic Service customers in
Grafton will be automatically enrolled in Grafton Energy Choice on their first meter read after March 1,
2017, unless they choose not to participate in the program.

The program will provide residents and businesses with two new alternatives to National Grid Basic
Service, Energy Choice Standard and Energy Choice Green. Energy Choice Standard meets state
renewable energy requirements, just like National Grid Basic Service. Energy Choice Standard provides a
price of 9.104 cents/kWh for all rate classes, including residential, commercial, and industrial. All Energy
Choice participants will be automatically enrolled in Energy Choice Standard.

Energy Choice Green is a 100%-green-energy option that makes it possible to get 100% green energy and
support renewable energy projects in New England. Specifically, Energy Choice Green includes 20% more
energy from local, new, New England renewable energy projects than required by state law. Energy
Choice Green is available at 9.707 cents/kWh for all rate classes, including residential, commercial, and
industrial.

“Not only will Grafton Energy Choice provide savings on electric bills when we launch, but it will also
provide a transparent alternative to the other electricity supply options on the market,” said Town
Administrator Timothy Mclnerney. “With no hidden charges, no minimum participation period, and a
fixed price for 19 months, Grafton Energy Choice is an easy-to-understand program that residents and
businesses will benefit from.”

Those who do not wish to participate in Grafton Energy Choice will have the freedom to opt out of the
program before it launches and remain with National Grid Basic Service. Those who do choose to
participate in the program may opt out at any time after program launch with no penalty. Those who opt
out later will be switched back to National Grid Basic Service at the time they opt out.

National Grid will continue to deliver electricity and maintain and repair power lines. Customers will
continue to receive one bill from National Grid, and they will continue to contact National Grid when their
power goes out. Grafton Energy Choice will only impact electricity supply charges. Delivery charges will be
unaffected. Eligible residents and businesses will receive an informational mailing about the program and
will also have the option of attending community information sessions to learn more.

While Grafton Energy Choice will offer savings at launch, it will offer a fixed 19-month price. National Grid
residential and commercial prices change twice a year or more, depending on rate class. The fixed
program price will eliminate seasonal pricing volatility, but it will not guarantee savings. The Grafton
Energy Choice price may not always be below the National Grid Basic Service price. The program goal is to
deliver savings when compared with the average of the changing Basic Service prices across all 19 months
of the electricity supply contract with Public Power.

Grafton has developed its aggregation plan and is implementing its aggregation program with assistance
from Peregrine Energy Group of Boston and Bay State Consultants of Newburyport. This aggregation plan
has been approved by the Department of Public Utilities and the Department of Energy Resources.
