The Coast Guard reports ocean wind speeds at 30 knots that night ( around 35 mph). Ocean wind speeds are always higher.

The Coast Guard MH-60 helicopter design is based on the Black Hawk Army helicopter it is designed to fly a crew of four up to 300 mi (483 km) offshore, hoist up to six additional people on board while remaining on-scene for up to 45 minutes and return to base while maintaining an adequate fuel reserve. The Coast Guard MH-60 is an "all-weather", medium-range helicopter (specialized for search and recovery) similar to the Navy MH-60R and MH-60S Seahawk.

On January 1, 2019, the Mistress a 52-foot fishing trawler in or near the vicinity of the Block Island wind farm at 1:30 AM took on the water which overtook the engine room 5 miles of the coast of Rhode Island. The Coast Guard was unable to reach them.

Below are two Coast Guard stories in similar situations one in the vicinity of the Block Island Rhode Island Wind Farm and the other 200 miles out to sea east of the Chesapeake Bay both around wind speeds of 35 miles per hour.

The Block Island ocean wind turbines are just off the coast. The only difference between the two rescues is five 6 megawatt wind turbines spaced one-half mile apart with an approximate height of 500 plus feet.

Block Island Wind Farm Rescue: January 1, 2019

An MH-60 Jayhawk helicopter crew from Air Station Cape Cod arrived on scene and began searching but encountered low visibility and unsafe weather conditions and was forced to return to base.
A 45-foot response boat from Station Point Judith also launched but was forced to turn around due to weather.
