MassDEP is a proponent of commercial wind turbines before the health and safety of Massachusetts citizens as witnessed in Falmouth, Massachusetts.
Between 2007 and 2010 the Massachusetts Department of Environmental Protection ran a program called the Massachusetts Energy Management Pilot Program. MassDEP brokered finance agreements called "Project Regulatory Agreements" which demanded power from wind turbines above the health of Citizens. The loan agreement shows the power production agreement between the MassDEP and Town of Falmouth set a priority of wind turbine power production over the health and safety of its own citizens.
Under Federal Law and the PRA and Loan Agreement, the Town of Falmouth must maintain Wind II as an "energy-efficient" project, as described in EPA guidelines dated March 2, 2009, in order to benefit from the financial subsidy provided by the Trust under ARRA and the Trust's Clean Water State Revolving Fund program.

Everyone involved in the installation of Falmouth Wind Turbine # 2 including MassDEP knew well in advance the turbine generates 110 decibels of noise. The state was the original owners of the Falmouth wind turbines.
The Massachusetts Department of Environmental Protection held bogus dog and pony show hearings for ten years over the placement of megawatt wind turbines in twenty-one communities.
MassDEP never took action because they brokered the financing of commercial wind turbines with power production agreements that took the health and safety of Massachusetts Citizens.
MassDEP is aware commercial wind is a bunco scheme of enormous consequence. MassDEP does not value intellectual honesty and have quietly with the help of the news media fleeced the citizens of Massachusetts.
