What is at stake two 200,000 volt electric cables capable of carrying 400 megawatts of power through shallow Muskeget Channel vs Marine Life

Mediation is a voluntary process, and the Department cannot force parties to participate in mediation. However, a Presiding Officer can require the parties to attend an Alternative Dispute Resolution information session. See 310 CMR 1.01(8)(b). Should all the parties agree to participate in mediation, the Department has employees who are qualified mediators who are available to mediate appeals.

1. UNDERWATER NOISE: There are clear indications that underwater noise caused by the installation of sub-sea cables poses a high risk of harming marine fauna. There is a potential for disturbance of fish and marine mammals. Mitigation measures such as the land-based wind turbines should be considered and – where necessary - applied as a precaution in sensitive areas.

2. ELECTROMAGNETIC FIELDS: Electromagnetic fields are generated by operational power cables.

3. HEAT: The focus should, therefore, be laid on heat emission from high voltage submarine power transmission cables.
