10:06 p.m.: Mary Brown makes a motion to adjourn, and the night has come to an end.

9:59 p.m.: Josh Ostroff has made a motion to move Articles 29 and 30 to May 9, which is next Thursday. In debate, he said he's making a motion out of respect because several firefighters are here and that way they won't have to come on Tuesday, when there are several budget issues up for debate. Ostroff is afraid the firefighters would come and not have the opportunity for the issue related to them.

A motion has been made to not meet on May 9 due to a holiday (didn't catch the full name- Day of Assension, I think).

Meanwhile, Moderator Frank Foss wants to move Article 29 and 30 to May 14. This is approved by a vote. Apparently there was also another article that was already moved to May 9. Foss is concerned it would cause budget issues to get mixed in with other things and cause confusion. The other article (they didn't say what it was) has also been postponed to May 14. Curious as to whether other people know what it is.

The motion to cancel the May 9 meeting has been postponed and will be voted on when we are here again on Tuesday, May 7. I think it may have something to do with how far along they get with the articles on Tuesday and then they'll vote on cancelling for the holiday that is on Thursday.

9:51 p.m.: Article 26 Re-Authorization of Revolving Funds

Looking for the town to authorize the Council on Aging Director, with oversight by the Council on Aging, to expend up to and including $15,000 for operating a subsidized transportation program for senior citizens.

This is Motion A. It passes.

Motion B is has to do with $40,000 to purchase some vehicles.

It passed.

Motion C is for the library to utilize $85,000 of fines.

It passed.

Motion D- $25,000 of library from renting facilities.

It passed.

Motion E- $75,000 Community-Senior Center- Community Services Director can use from rental of facilities.

It passed.

Motion F also passed. Had to do with reimbursement of Board of Health from Medicare and Medicaid on flu shots.

Motion G passed. I don't understand it, so I won't try to explain it to you.

Article 25 is being discussed.

It is to establish a fee for food trucks. The fee amount would be $100, which is the maximum allowed under Massachusetts General Laws. This article also allows the Board of Selectment to waive fees for any business holding a Common Victualer's License within the Town of Natick. This means that Natick restaurants would not have to pay the fee for a food truck, and Selectman Josh Ostroff clarifies this when asked this question.

Paul Connolly, precinct 6, wants to know where people can find out a list of fees for things like this. Ostroff says that he's not sure if it's on the Board of Selectmen website at this time (he notes that it should), but they do keep it in the Selectmen's office.

This goes to a vote, and it passes.

9:41 p.m.: They are now talking about Article 24, in which the Board of Assessors are looking to increase personal property exemptions.

The increase amount is 42.5 percent.

It passes by a majority.

They've been talking about Article 19. If you recall, this was the article discussed last week that was tabled when the town's Finance Director was unprepared and did not have the financial information that related to the article.

It relates to town employees and personnel board and non-work related sick leave.

Important note: approximately 15 Natick firefighters are in attendance tonight in expectation that Article 29 and 30 may be discussed. These articles are about the ο»ΏFire Chief's Strong Chief statusο»Ώ. This means that right now the fire department is control of the fire chief, but a yes vote on the article would put the authority under the Board of Selectmen.

Article 19 has gone to a vote... And it passes beyond any doubt.

9:05 p.m.: Article 39 Amend Zoning By-Laws: Medical Marijuana Moratorium

A Town Meeting member asks a question if it is necessary to have this article if they also had the one about the moratorium. Attorney Flynn takes the podium, and gives a very lengthy explanation that clearly confused the question asker.

And she asks another question in which she requires clarification because she didn't understand the answer to her first question.

This member asked questions about Article 38 earlier and had seemed confused. Leads me to wonder- with a book that is over 500 pages, plus several other documents, how do Town Meeting members keep up with all the information in order to vote with all the proper knowledge? It must be a very difficult job.

This member concludes in debate by saying that the voters had spoken and want medical marijuana. She mentions someone she knows who is suffering.

A gentleman in the rear makes the motion. It passes by much more than the required two-thirds.

8:50 p.m.: Attorney Flynn is explaining whether or not medical marijuana can actually be sold in Massachusetts at this time. He explains that all the regulations have not been put in so no.

Another good question by a member: where does the town stand if this is passed and July 1, 2014 comes along and Natick hasn't renewed the moratorium for a longer time?

Flynn explains that the town would need to be prepared and he would expect that they would be ready by anticipating it and he mentioned something about the attorney general, but I didn't quite get it.

Several members have offered debate. Overwhelming number seem in favor of it.

One gentleman began explaining Constitutional Law and how the attorney general was wrong in saying a ban is against the law. He says the Federal Government says marijuana is illegal so it should be in Massachusetts and it's an something [article?] 6 violation.

It's voting time after a motion. It passes by a two-thirds majority.

8:27 p.m.: Article 38 Medical Marijuana Moratorium

Finance Committee asked for a recommendation. Instead, he points out typos. Foss scolds him and asks him to simply answer the question in the future and then if he makes the motion he can correct typos. He just wants to know what the recommendation is.

Martha White is at the podium. In case you don't know she is the Town Administrator. She is explaining how Natick reviewed the new medical marijuana law. They have chosen, based mainly because the public health guidelines at the time they had to prepare bylaw changes, they felt a moratorium was best.

White points out that prohibiting these treatment centers is not allowed, per the attorney general.

They are looking for a moratorium until June 2014. This will give them time to come up with a good solution as to what to do.

"Your favorable consideration of these moratoriums is appreciated," White finished.

Foss points out the page numbers for the scope of the discussion.

The first Town Meeting member to receive a microphone for article 38 has been fumbling though her papers. She seems lost and confused as to what this motion is about. She has mentioned something about voting on whether Natick is allowing marijuana dispensaries. This is not what the motion is about.

Foss points out that she is not looking at the motion; rather, it seems she is looking at related paperwork and notes and information.

8:38 p.m.: A member stood up and explained that marijuana dispensaries will be allowed, but we can't ban it. He said the state has ruled that you can't ban it, but you can issue a temporary moratorium.

8:40 p.m.: Attorney Flynn, the town counsel, explains recent laws. Wakefield tried to ban it through a vote and the attorney general said no.

School Committee Chairperson Dirk Coburn, noting that he's not speaking as a school committee member as they haven't taken an official stance on this, begins speaking about marijuana's effects on adolescents.

Moderator Foss feels that Coburn is taking too long to make his point in terms of tying it into this motion, interrupting him twice. Foss is really trying to keep things within the scope tonight. It doesn't appear he wants Town Meeting to go well into the night or well into July. Coburn reels it in, and he notes that marijuana can have bad neurological effects on kids and he hopes that Natick will pass this moratorium and other communities in the area will follow suit.

8:24 p.m.: Article 37 coming up now that the amendment has failed. Member Andrew Myer draws the first laugh of Town Meeting this spring when he begins by saying he has "been sentenced." Slip of the tongue, but the crowd liked the chance to smile.

Discussion about possibly having amendments in the fall.

Town refers subject matter to Town Bylaw Review Committee- that's what Article 37 is about.

A vote is a majority for the article, so it has passed.

8:23 p.m.: Vote on the amendment to Article 37- I'm not sure a dozen people voted for it, so it fails. It wasn't even close. Very few people wanted this amendment.

8:17 p.m.: Point of Order being made by a gentleman who appears angry about what the committee related to this particular article is called. Apparently there was a mistake made by moderator Frank Foss when he typed it into the paperwork that people are viewing in the overhead, although that wording has a line through it.

Selectman Charles Hughes gives an answer, and Foss asks Selectman Josh Ostroff to confirm the answer. Note: Board of Selectmen Chairperson Carol Gloff is not here tonight.

A gentleman stated that he feels the committee "is a little light" with people with real estate experience.

8:05 p.m.: I want to apologize for getting started a little late on our Live Blog of tonight's Town Meeting. We're here right now and will get you up-to-speed quickly.

Article 37, an amendment regarding reorganization of zoning by-laws has had many questioned and much debate so far.

One Town Meeting member just stood up and spoke very firmly that he feels that voting for this article would be like "re-inventing the wheel" and that he feels people should vote against it.
