Why Salem Noise ordinance 22-2 needs revising and better enforcement.

So you were curled up in your bed and about to drift comfortably off to dream land when the loudest rolling Discotheque rolls by your house at about 11:45pm. Suddenly all hopes for a serene slumber are replaced with Kendrick Lamar's HOC. The noise is deafening, your bed rattles, heck your spleen rattles. You are wide awake and before you can get to window to get plate of the discotheque on wheels they vanish.

Salem noise control ordinance 22-2 in it's current state doesn't work. It allows for noise up until 11pm and allows for it to commence again at 7am. If you work and or commute from Salem to Boston M-F you know that you can't get enough sleep already, and anything less than 5 hours is considered rather unhealthy.

The ordinance should be changed to 10pm at night. This would give homeowners along major streets and thorough fares at-least an opportunity for a good nights rest. Perhaps also extend the noise ordinance to 8am instead of 7am. This would delay road construction an hour in spots but they don't seem in a rush to complete anything anyway.

The ordinance in it's current form is written as such,

Sec. 22-2. - Noises enumerated.

The following acts, among others, and the causing thereof are declared to be loud, disturbing and unnecessary noises and to be in violation of this chapter, but such enumeration shall not be deemed to be exclusive:

(1)

Radios, television sets, musical instruments and similar devices. Except as provided in section 22-6, operating, playing or permitting the operation or playing of any radio, television, phonograph, drum, musical instrument, sound amplifier or similar device which produces, reproduces or amplifies sound:
a.
Between the hours of 11:00 p.m. and 7:00 a.m. the following day in such manner as to create a noise disturbance as set out in section 22-1 across a real property boundary, except for activities open to the public and for which a permit has been issued by an appropriate authority in the city.
b.
In such a manner as to create a noise disturbance at 50 feet (15 meters) from such device, when operated in or on a motor vehicle on a public right-of-way or public space or in a boat on public waters.
c.
In such a manner as to create a noise disturbance to any person other than the operator of a device, when operated by any passenger on a common carrier.

Lastly, It would also help if law enforcement pushed a bit harder on this one. I'm guessing Salem PD has a noise meter, I hope they will consider using it more, and not just outside Salem State parties.
