The board voted 3-0 Monday night to accept its decision as written, and to approve a comprehensive permit under Massachusetts' affordable housing law, Chapter 40B, for Turnpike Road LLC's 250-unit apartment project at 346 Turnpike Road.
Chairman Jim Johnson replied that "the public hearing was over a couple of weeks ago."

The board's decisions come with a 20-day appeal period, he noted.
"You can always take it to court," Johnson said.
The speaker declined to identify himself to Westborough Patch outside the Forbes Municipal Building meeting room afterward.
"It's already been worked out," he said.
The 314,230-square-foot project planned for 346 Turnpike Road consists of 250 rental apartments, of which 62 would be affordable; a 6,234-square-foot clubhouse with outdoor swimming pool; and a 5,234-square-foot retail building, according to the Sept. 7 Certificate of the state Secretary of Energy and Environmental Affairs on the Environmental Notification Form.
The board granted its conditional approval May 6, with plans to grant final approval Monday night, after town consultant Ralph Wilmer provided a final decision revised to reflect the May 6 vote.
