Westford Man Held On $10K Bail In Connection With Child Porn

WESTFORD, MA — A Westford man who failed to register as a sex offender in town was arraigned Wednesday in connection with being in possession of child pornography, Middlesex District Attorney Marian Ryan and Acting Westford Chief of Police Mark Chambers said.

Kevin Migneault, 51, a Level 2 sex offender, had last registered as a sex offender in Chelmsford, authorities said. Although he had been living in Westford for the past year, police said he was not registered in town, which is illegal.

Someone reported suspected child sexual exploitation related to Migneault using the online CyberTip that pointed to potential images of child pornography uploaded using a Kik messenger account, authorities said. Shortly after, Westford Police began an investigation on Dec. 3.

Through their investigation, police said they found that Migneault had uploaded multiple images of minor female victims using his messenger account.

Migneault was arraigned Wednesday in Ayer District Court on charges of possession of child pornography and failure to register as a sex offender in connection with possessing multiple videos and images of children engaging in sexual acts, according to prosecutors.

Migneault was ordered held on $10,000 bail and is not permitted to have any unsupervised contact with anyone under 18, not to use the internet or social media, with the exception of communicating with his attorney and any court appearances that require he be on Zoom, and to check in with probation weekly if he posts bail.

He's scheduled to appear in court Feb. 26.

There is no Migneault listed in the state sex offender registry, which only lists sex offenders classified after 2013. However, in 2006, the Lowell Sun reported Migneault, then 37, was sentenced to three and a half to five years in state prison followed by three years probation after pleading guilty to statutory rape of a child, indecent assault and battery on a child under 14, open and gross lewdness, and distributing obscene matter to a minor. Migneault maintained the 13-year-old girl was the instigator and aggressor in their love affair.
