School Counselor Faces Firing For Alleged Failure To Report Rape

Dexter High School Counselor May Lose Tenure, Job

Monday, Dec. 11, Dexter Community Schools board of education voted to file tenure charges, a step necessary in firing Craig Rafael, a Dexter High School counselor who allegedly failed to report a student’s rape accusation to superiors or police. The board put Rafail on paid leave until his case is decided by an administrative law judge from the Michigan Tenure Commission.

Allegations against Rafail include “maintaining an unprofessional relationship” with a student after she told him she’d been raped by peers and altering course completion records to make it seem as though students had completed work they had not. The board also alleges that Rafail made “false statements” to administrators investigating the case.

Rafael, a 15-year employee of Dexter Community Schools, taught before taking on his role as school counselor.
