October 3, 2011 REGULAR MEETING

The Regular meeting of the Saline City Council was called to order at 7:33 p.m. by Mayor Driskell at Saline City Hall.  The Mayor and five Councilmembers were present (one Councilmember vacancy due to Law’s  resignation).  Seven Staff members and eleven citizens were present.  The Pledge of Allegiance was recited.  By unanimous vote of Council, the Agenda was approved as amended.  Mayor Driskell presented a retirement clock to Karen Leshkevich for 21 years of service. There was one citizen comment on agenda items.  The following Consent Agenda items were approved  by unanimous vote of Council:  Council minutes and synopsis of the September 19, 2011 regular meeting; payment of 100 payees in the amount of $434,264.70; acceptance of Councilmember Glenn Law’s resignation; city vote to be cast for Jason Eppler and Mark Slown to serve as MML Directors; receive Updated Investment Report as of 8/31/11; Mayor Driskell’s Proclamations of October as Breast Cancer Awareness month and Domestic Violence Awareness month; Council appointments to Boards & Commission to replace Councilmember Glenn Law; appointment of Laurie Dawson to Celtic Festival Committee; received letter from Saline Area Schools confirming the Board’s appointment of Chase Stanton to the Local Access Television Cable Commission as their representative.

Unfinished Business:

The construction contract for Oakwood Cemetery Expansion was awarded to D.N. Higgins, Inc. in the amount of $243,000 and the project budget line item was amended from $150,000 to $250,000 by a 5-1 vote, with Councilmember Rhoads voting NO.  By unanimous vote of Council the appointment of Bill Lavery as the South Middle representative to the Countywide Transit Board was approved.

New Business:

The motion to approve waiving the tax penalty in the amount of $86.98 on the late payment of taxes for 626 Echo Court failed by a 2-4 vote with Mayor Driskell and Councilmembers Girbach, Marl and TerHaar voting NO.  The motion to deny waiving the tax penalty in the amount of $2,817.78 on the late payment of taxes for The Oaks was approved by a 5-1 vote with Councilmember Peters voting NO.  By unanimous vote of Council, the following items were approved:  support of the County’s levy of the 0.6 county-wide road millage, with the City’s portion of revenue received by the county tax levy to be expended on Saline’s Woodland Drive road project; Stipulation for Settlement with Automotive Components Holdings, LLC, MTT Docket No. 0366872 and MTT Docket No. 0392456 with decreased Taxable Values/SEV resulting in an approximate refund of City taxes on both  Stipulations of $416,843; received memo regarding reporting of EVIP Information to Department of Treasury.

 

There were five Discussion and/or Report items and one citizen comment.  The meeting was adjourned at 9:05 p.m.
