Rosemount Breaks Ground On The Morrison
The Morrison project will increase market rate housing Downtown, which is vital to attracting continued economic and commercial investment.

The Morrison redevelopment project is a planned unit development (PUD) located in Rosemount’s historic Downtown. The developer and contractor are Ron Clark Construction; they also have another multi-family affordable housing project under construction in Rosemount along County Road 46. The Morrison was approved by the City Council in February and will be a combination of 124- unit market rate apartments and at least 4,000 square feet of commercial space. This project is two phases; the first phase is construction of the apartment building and the second phase is the retail component. The Morrison is the latest project in Rosemount to align with the Development Framework for Downtown Rosemount. The Morrison project will increase market rate housing Downtown, which is vital to attracting continued economic and commercial investment. The apartment building increases the housing opportunities in the community and brings a new type of rental not readily available in Rosemount.

The redevelopment site is currently occupied by Shenanigans Bar and the Rosemount Plaza Mall, which have long been identified for redevelopment in the heart of Downtown. The Morrison has received grant funding through the Redevelopment Grant program, Minnesota Department of Employment and Economic Development and the Redevelopment Incentive Grant program through Dakota County. This project also utilized Tax Increment Financing given the substantial costs associated with redevelopment.
