During its special session in 2019, the Minnesota State Legislature amended existing statutes regarding speed limits and signed new laws that allow cities to set speed limits on streets under their jurisdiction.

Cities may now establish speed limits below the current 30 mile per hour statutory minimum, adopt a 25 mile per hour limit on local residential streets, or adopt a lower speed limit on these streets with an appropriate engineering study.

After the City completed the required engineering study, the City Council discussed lowering speed limits on local residential streets at its Nov 10, 2020 work session. The Council then directed staff to begin the process of implementing a 20 mile per hour speed limit on these streets.
