Document: Judge Rules What's Essential in Minnesota Government Shutdown
Aid to cities, school districts must continue, court rules.

State aid to cities and school districts must continue during a shutdown of Minnesota state government, according to a ruling Wednesday morning by Ramsey County District Court Judge Kathleen Gearin.
Other categories that will continue to operate include: (not a comprehensive list)
- Minimal assistance of housing support programs
- WIC program operations
- Conservation law enforcement
- Payments for cash, food and health care assistance programs including Medicaid, MFIP/DWP, General Assistance, MinnesotaCare, Food Support
- State Patrol
- Emergency highway repair

Gearin also appointed former state Supreme Court Chief Justice Kathleen Blatz as special master to hear petitions for state funding or services and make recommendations to the court.
