The Plymouth HRA developed the draft strategic plan to help solidify key goals, priorities, actions and funding needs for the city, as well as outline the HRA’s role in supporting housing and redevelopment needs in Plymouth.
Created by the Plymouth City Council in 1975, the Plymouth HRA is an independent governmental entity that oversees and guides implementation of Plymouth’s housing programs and collaborates on redevelopment efforts in the city.

Existing housing initiatives supported by the Plymouth HRA include a first-time homebuyer program, zero-interest loans for home rehabilitation projects for qualifying residents, emergency repair program, housing choice voucher program, senior rental housing, energy efficiency initiatives and more.
