Background

On November 24, 2020, the Plymouth City Council denied an application for a proposed redevelopment of the former Hollydale Golf Course site, which included plans to construct 229 single-family detached homes, due to concerns about increased vehicle traffic and neighborhood concerns about greenspace preservation. As a result of the denial, the developer sued the City of Plymouth (Hollydale Land, LLC, Lakeview Development Company, LLC, and Hollydale GC Development, Inc. vs City of Plymouth).

The Plymouth City Council has held a number of closed sessions, as permitted by Minn. Stat. 13D.05, Subd. 3, to discuss the pending lawsuit.

Development Application Process

The City of Plymouth has signed a framework agreement with the developer that suspends the lawsuit while the city reviews the new application. If the application is ultimately approved by the City Council, the agreement also provides for dismissal of the lawsuit and releases the city from claims against it by the developer.

The new application will be processed in the same manner as the previous application, which will include a public hearing at a Planning Commission meeting. Notices of the hearing will be published in the newspaper and mailed to impacted neighbors.

All application materials are public and will be made available upon request. To proceed with the development, the new application must first be approved by the City Council.

The City of Plymouth is committed to processing all applications in accordance with applicable state laws and city ordinances. No further details regarding the lawsuit are available and the City of Plymouth has a policy of not discussing pending litigation.
