Szechuan Restaurant Hit With $1,000 Fine

Roseville Council approves the penalty after the restaurant failed an under-age liquor sales check.

The city of Roseville has levied a $1,000 fine and one-day suspension against the Szechuan restaurant, 2193 Snelling Ave. N., for recently failing an under-aged liquor sales check.

The Roseville City Council on Monday night OKed the police department levying that penalty after Lt. Lorne Rosand reported that a waiter at the restaurant on April 11 served an undercover, under-aged buyer a Miller Geniune draft beer without checking their ID.

Appearing before the Council, Szechuan owner Jessie Wong expressed regrets about the incident. "I'm sorry it happened and it won't happen again," she said.

In a city staff report, Rosand wrote: 

"On March 29th, 2013, all businesses with a liquor license in the city of Roseville were mailed a letter from the Roseville Police Department announcing two alcohol compliance checks would be conducted before the end of the year.

The letter included notice of recent changes to Roseville City Ordinances regarding mandatory liquor licensee training programs and penalties for noncompliance.......

Compliance Failure

On Thursday, April 11, 2013, a plain clothes Roseville police officer, along with an underage buyer, entered the Szechuan Restaurant to conduct an alcohol compliance check. The underage buyer and the plain clothes police officer entered the restaurant. The underage buyer and officer were seated at a table by their server and asked if they wanted anything to drink?

The officer said he wanted water and the underage compliance checker ordered a Miller Genuine Draft beer. The server left the area and returned a short time later with a water and an open bottle Miller Genuine Draft beer and a glass for the compliance checker.

The officer identified himself as a police officer and asked the server why he didn’t ask the compliance checker for identification? The server said he didn’t ask for identification because he was “busy answering the phone.”

The server was administratively cited for the violation and released.

On Tuesday, April 16, 2013, the owner of Szechuan Restaurant provided the police department manager/server training documentation indicating all three of her servers (to include herself and violator) had completed their alcohol beverage server training on Friday, April 5, 2013. 

This is the Szechuan Restaurant’s first liquor compliance failure/violation in the last thirty six (36) months."
