The Shakopee City Council met Tuesday, Jan. 19. Among the meeting highlights:
Council approves Quarry Lake Park concept plan

The City Council approved the proposed concept design plan No. 2 for Quarry Lake Park. As part of the Parks, Trails and Recreation Master Plan, Quarry Lake Park was identified as a community park in need of upgrades. City staff reached out to the community to solicit feedback on two proposed park designs with 80 percent of survey respondents preferring a nature-inspired design with beach access, an accessible canoe and kayak launch and more informal seating areas. Staff will work with its consultant, Confluence, to develop construction documents with construction scheduled for 2022-23. More information: PeggySue Imihy, Senior Planner, 952-233-9325.
Council rezones park land to parks and open space district
The City Council adopted an ordinance amending the zoning map adopted in City Code 151.03 by rezoning properties to a new park and open space district. The change creates a consistent zoning district for park and open space land, adding more clarity within the zoning map. The rezoning affect properties which are either city-owned park land or land utilized for parks and/or open space. This rezoning follows the establishment of a Parks and Open Space District by the council in November 2020, which created specific rules and regulations for park uses and development. Council approves contracts with unions
The City Council approved 2021-23 labor contracts with Teamsters Local No. 320 (Public Works); Law Enforcement Labor Services Local No. 292 (Police Patrol Officers); and Law Enforcement Labor Services Local No. 279 (Police Sergeants). The contracts call for market adjustments to steps, a 2.5 percent cost of living increases in 2022 and 2023 and other language changes. City adopts 2021 tree pruning contract
The City Council approved a contract with Shadywood Tree Experts in the amount of $80,000 for 2021 tree pruning work. This is the third year the city has contracted with Shadywood to prune a variety of mature and young public trees. Council reviews concept plan for residential development
The City Council reviewed a proposal by Magellan Land Development for a planned unit development at 1868 Mystic Lake Drive S. Magellan Land Development and M/I Homes are proposing 175 residential lots on 56.2 acres, which includes 46 carriage homes, 68 village homes and 61 single-family homes. The plan also includes new trails and open space. The developers will incorporate the council’s feedback into their final application. More information: Kyle Sobota, Senior Planner, 952-233-9349.
Council adopts text amendment to City Code regarding floodplain zone
The City Council adopted an ordinance amending City Code 151.085-151.094 regarding its Floodplain Overlay Zone. Federal Emergency Management Administration (FEMA) recently updated the Flood Zone maps for Scott County. To ensure properties are eligible for the FEMA National Flood Insurance Program, floodplain ordinances must be amended to adopt specific model ordinance language and reference the new map panels. Council tables text amendments to 2040 Comprehensive Plan
The City Council tabled text and density amendments to the 2040 Comprehensive Plan. Staff are proposing the amendments to the plan's chapter 5A Built Environment to reflect changing development patterns. The amendments include density changes to the Entertainment District and Downtown Transition District, as well other text corrections. The changes will be considered again at a future meeting. Council approves purchase of Fire Department equipment
The City Council approved the purchase of equipment as outlined in the 2021 Capital Improvement Program and 2021 Capital Equipment Budget. Purchases include:
- 2021 Ford F-350 and grass rig, equipment and installation in the total amount of $105,163.84. More information: Bill Egan, Public Works Superintendent, 952-233-9555.
- Self-Contained Breathing Apparatus (SCBA) equipment in the total amount of $51,483. More information: Rick Coleman, Fire Chief, 952-233-9570.
Council approves liaison appointments for 2021-22
The City Council approved the following appointments:
- Mayor Bill Mars: Metro Cities, Minnesota League of Cities, Municipal Legislative Commission, Railroad Committee and Interworking Group.
- Jody Brennan: Economic Development Authority president, Shakopee Public Utilities Commission, SCALE 50/30 Committee.
- Angelica Contreras: Vice Mayor, Shakopee School District, Shakopee Diversity Alliance, Equity Team, interview board.
- Matt Lehman: Highway 169 Corridor Board, Railroad Board, SCALE.
- Jay Whiting: Minnesota Valley Transit Authority, Downtown Shakopee, interview board.
City accepts donation toward Rev. Pond Statute
The City Council gratefully accepted a donation of $1,000 from Xcel Energy toward the Rev. Samuel Pond statue in downtown Shakopee.
