The Shakopee City Council met Tuesday, March 16. Among the meeting highlights:

Council awards contract for Xcel Energy Mountain Bike Park

The City Council awarded a contract in the amount of $201,909.50 to Pathfinder Trail Building for the construction of a mountain bike trail at Quarry Lake Park. The Xcel Energy Mountain Bike Park will include a four-mile trail with multiple loops south of Quarry Lake Park. Construction is anticipated to start in May. Council approves final plat of Windermere South Fourth Addition, Southbridge Cross Apartments

The City Council approved final plats of:

  • Windermere South Fourth Addition located north of Astoria Drive and west of Attenborough Street. D.R. Horton, Inc.—Minnesota plans to build 126 single-family residential lots on 53 acres. The subdivision is a new design that includes trails and park nodes and is designed to connect to a new larger park and will include play equipment along the trails.   • Southbridge Crossing Apartments Second Addition at 1301 and 1321 Crossings Blvd. Shakopee Housing Group, LLC plans to develop the two remaining lots in the Trio at Southbridge development. The project includes the construction of a 61-unit Core Crossings building on Lot 1 and a second Trio at Southbridge building on Lot 2. More information: Kyle Sobota, Senior Planner, 952-233-9349.

Council approves preliminary and final plat of Hentges Industrial Park

The City Council approved the preliminary and final plat of Hentges Industrial Park in Cretex Industrial Park 1st Addition and Howe 1st Addition, located east of 70th Street and south and west of Stagecoach Road. Cretex Industrial Park, LLC plans to redevelop 80 acres to create five lots, a new Hentges Way public right-of-way and a reconstructed Stagecoach Road with a new roundabout. Council to order bids for 2021 bituminous pavement project

The City Council approved plans and specifications and ordered the advertisement for bids for the 2021 Bituminous Pavement Rehabilitation Project. This project encompasses several annual pavement preservation projects planned for 2021:

  • Bituminous Overlay: Joint and crack repair, patching, milling, constructing ADA compliant pedestrian curb ramps and paving a bituminous overlay of various streets throughout the city.
  • Trail Rehabilitation: Reclaiming and reconstructing the bituminous trail surface and constructing ADA compliant pedestrian curb ramps for trails along Independence Drive.
  • Trail Reconstruction: Reclaiming and reconstructing the bituminous trail surface and constructing ADA compliant pedestrian curb ramps for trails in Holmes Park.
  • Pavement Rehabilitation: Joint and crack repair, patching, a chip seal coat and/or a profile mill and bituminous skim coat of the streets in the Whispering Oaks neighborhood.

These projects will be combined for bidding and construction to realize economies of scale and save staff time in coordination. More information: Ryan Halverson, Assistant City Engineer, 952-233-9366.

Council orders bids for 2021 Alley Reconstruction project

The City Council approved plans and specifications and ordered the advertisement for bids for the 2021 Alley Reconstruction Project. The project includes reconstruction of the alleys between Fuller Street and Lewis Street between 1st Avenue and 2nd Avenue with concrete pavement. Bids are anticipated to be opened April 8 with a contract awarded at the April 20 City Council meeting. Construction would start in May. Council approves interim use permit for concrete crushing operation

The City Council approved an interim use permit for concrete crushing and storage of construction materials and equipment for Cretex Industrial Park, LLC. The permit allows temporary concrete crushing and storage of construction materials and equipment on their property located south of Highway 101 and west of Stagecoach Road. Council approves vacation of drainage, utility easements

Following public hearings, the City Council approved the vacation of public drainage and utility easements as dedicated within:

  • Windermere Addition and Windermere South 2nd Addition. D.R. Horton, Inc. – Minnesota is proposing a development within a portion of this property that requires a new plat submittal.
  • Howe 1st Addition, located south of Stagecoach Road at County Highway 101. Cretex Industrial Park, LLC and Gavilon Fertilizer, LLC are proposing a development of a portion of this property that requires a new plat submittal.

Council authorizes housing revenue bonds

Following a public hearing, the City Council authorized the issuance, sale and delivery of Multifamily Housing Revenue Bonds for the benefit of Shakopee Housing Parkers LP. The city approved issuing the conduit debt for the Shakopee Village Apartments in the approximate amount of $6,825,000 for the purposes of financing all or a portion of the acquisition, rehabilitation and equipping of an approximately 62-unit existing multifamily rental housing located at 1428 Fourth Ave. E. Council approves concession agreements for 2021

The City Council approved the 2021 Concession Agreements with the Shakopee Soccer Association, Shakopee Indian Baseball, Shakopee Coyote Baseball and Shakopee Youth Hockey Association. The non-profit organizations operate concessions stands at the 17th Avenue Sports Complex, Schleper Stadium and Ice Arena. The city receives 10-percent of gross revenue sales. Council provides direction on west end sewer extension

The City Council accepted the feasibility report for the West End (Low Bluff) Lift Station and Forcemain Project. The study looked at the options for extending trunk sanitary sewer to the west end as the city continues to grow in that direction. The project would also include the construction of a lift station. The council directed staff to proceed with the Alternate 2 site location for a sanitary sewer lift station along County Highway 69 in the lower bluff areas south of the Highway 169 interchange. City sets public hearing for utility improvement project

The City Council accepted a feasibility report and called for a public hearing for the Utility Extension - Maras Street, 13th Avenue and Hansen Avenue Project. The project includes extending sanitary sewer and water services to the properties adjacent to Maras Street, 13th Avenue, Hansen Avenue and the east side of Stagecoach Road.
