A NID allows a subdivision or group of homeowners to obtain public financing at a low interest rate for a project to improve their neighborhood.
Judy Drive is a private lane near West Outer Road and next to Arnold Terrace. It is a gravel cul-de-sac and the residents want to bring the streets up to code then have the city take ownership of the completed streets.

The plan, stated documents posted in Arnold City Hall, is to subgrade and lay asphalt on about 500 feet of road from West Outer Road to Judy Drive.
The project's estimated total cost is about $59,000.
