By 1913, the first section of the City was incorporated. Six more annexations completed the current configuration of Richmond Heights by 1928. It was strictly a residential city though businesses eventually were allowed and began to flourish.

The population grew during the 1920s and as a result, public services in the City expanded. In 1923, John Maloney was hired to run the police department and take care of the streets for $150 a year.

By 1927, the police department had moved into City Hall. In 1926, the City evolved from having one volunteer fire fighter, named Ted Hart, to employing a paid fire department.
