Residents listed the most pressing problems facing Missoula as housing (31.6 percent); homelessness and poverty (15.7 percent); and jobs and cost of living as the top three problems. That reflects a change from the 2018 survey, in which residents named housing; taxes and spending; and jobs and cost of living as the top three problems.
