The Regional Sex Offender Notification Unit (RSONU) has charged Javier Virrey-Rodriguez, 27, with one felony count of being a sex offender who failed to register. Virrey is a Tier I sex offender previously charged in Placer County for sexually motivated crimes with a deadly weapon.
