There are 452 sex offenders in Manchester, New Hampshire's most populous city. Concord, the third-most-populous, has 217 sex offenders. Nashua is the second-most-populous in the Granite State.
In New Hampshire, sex offenders are not specifically prohibited from handing out candy on Halloween. Other states like Illinois do prohibit sex offenders from handing out candy on Halloween.
