'Aggressive' Road Resurfacing Plan Targets Chatham Roadway

CHATHAM, NJ - Morris County’s 2019 road resurfacing program is set to commence in April and a Chatham roadway is included in the list.

According to the plans, North Passaic Avenue, Main Street to County Line Chatham Boro/Florham Park is on the list to be completed this year. The projects will be done as the weather permits, starting with a series that are already approved and contracted in Boonton Township, Lincoln Park, Morris Township, and Roxbury,

The 2019 resurfacing effort will cover more than two-dozen county roads in 23 towns, totaling more than 25 miles of paving.

“Keeping our county road network in excellent shape is of key importance to our residents and businesses, and to ensuring Morris County’s place as a first class, top-rated county,’’ said Freeholder Director Doug Cabana.

Portions of county roads scheduled for paving this year are located in Boonton Township, Chatham Borough, Chester Borough, Chester Township, Dover, Florham Park, Hanover, Jefferson, Lincoln Park, Long Hill, Mendham Borough, Mine Hill, Morristown, Morris Township, Mount Arlington, Mount Olive, Parsippany, Pequannock, Randolph, Rockaway Township, Roxbury, Washington Township, and Wharton.

“We want to be ready to move as quickly as possible to bid and award these contracts, considering we will be competing with so many other counties and towns for paving work," said Freeholder Stephen Shaw, who is the county governing board’s liaison on roads and bridges.

Some of the largest projects include a 4.4-mile stretch of North Road/Dover Chester Road in Chester Township and Randolph, 2.4 miles of Bernardsville Road/Hilltop Road in Mendham Borough, 2.2 miles of Howard Boulevard in Mount Arlington and Jefferson, 2 miles of Boonton Turnpike in Lincoln Park, and a 1.7-mile segment of Littleton Road in Parsippany.

The county work is in addition to local and state road-improvement projects.

Road closures and detours will be signed and coordinated with the local police. Motorists should expect delays. Bicyclists are urged to seek other routes.

Current and Upcoming Projects

• Riverdale: Work has begun on road drainage improvements to Paterson-Hamburg Turnpike and should be completed in the next few weeks.
• Boonton Twp., Powerville Road: The 1.2-mile project runs from Valley Road to Rockaway Valley Road. Top Line Construction of Somerville is the contractor, with a bid price of $503,322. The project includes milling, paving, striping, and guiderails. Work hours will be 7 a.m. to 5 p.m. One lane of traffic will be kept open at all time during the project. Drainage work will start next week, with paving set to begin on or near April 1, weather permitting.
• Roxbury, Mt. Arlington Blvd: The half-mile project runs from Landing Road to Laurie Road. J.A. Alexander Inc. of Bloomfield is the contractor, with a bid price of $272,423. The project includes guiderail, milling, paving and striping work. Work hours will be 9 a.m. to 6 p.m. Alternating traffic is likely. Drainage and pedestrian ramp work is set to begin.
• Morris and Harding townships, James Street: A 0.6-mile project from Harter Road to Southgate Parkway. The contract has been awarded to Schifano Construction, with a bid price of$283,186. The project includes milling, paving and striping. Work hours will be 7 a.m. to 4 p.m. Alternating traffic is likely during construction. Drainage and pedestrian ramp work is set to begin.
• Boonton Turnpike, Lincoln Park: The 2.1-mile project runs from Main Street to the Wayne border. Schifano Construction of Middlesex is the contractor, with a bid price is $1.3 million. The project includes ADA ramps, guiderails, milling, paving and striping. Work hours will be 9 a.m. to 3 p.m. from Main Street to McDonald’s, and from the county bridge north 1,000 feet; and 8:30 a.m. to 5 p.m. elsewhere. Alternating traffic will be required. Paving set to begin on or near April 1, weather permitting.
• Parsippany, Littleton Road: 0.6 mile-project from Parsippany Blvd. to Route 46. Contract has been awarded to AJM Contractors, with a bid price of $323,746. The project includes milling, paving, striping, and ADA ramps. Tentative work hours are 9 a.m. to 4 p.m. Alternating traffic flows will be used – no detours are planned. Work could begin by April 1 or weather permitting.
