Drunk Driver Refused Breathalyzer: Chatham Borough Police

Jeffrey Silva was arrested after an improper U-turn, police said.

CHATHAM, NJ - A 35-year-old Edgewater man was arrested and charged with driving under the influence after a motor vehicle stop on Nov. 17, according to the Chatham Borough Police.

According to authorities, Officer Matthew Belcastro arrested Jeffrey Silva for allegedly driving while under the influence. Belcastro observed Silva make an improper U-turn and initiated a motor vehicle stop, police said.

Upon speaking with and observing Silva, the officer had him perform a series of field balance test and once the tests were completed, Belcastro informed Silva that he was being arrested for driving while under the influence, police said.

He was transported to the Madison Police Department for processing. Silva was given the opportunity to take a breathalyzer tests, but refused, police said.

He was then transported to the Chatham Borough Police Headquarters to complete the processing. In addition to being charged with driving while under the influence, he was also issued summonses for refusing to provide a breath sample, driving while under the influence in a school zone, reckless driving, obstructing the passage of other vehicle, improper U-Turn and failing to signal a turn, police said.

Silva was released into the care of a friend pending a court appearance.
