Manchester Man, Toms River Woman Charged In Heroin Distribution

Authorities seized 2,000 doses of heroin and $3,400 in cash, the prosecutor's office said.

MANCHESTER, NJ — A Manchester Township man and a Toms River woman are facing drug charges after authorities seized 2,000 folds of heroin during a drug investigation in the two towns, authorities said Friday.

Edward Parkhill, 32, of Whiting, and Sandra Arias, 32, of Toms River, were arrested Thursday after an investigation into heroin distribution in Ocean County, Prosecutor Bradley D. Billhimer said.

The investigation by detectives from the Ocean County Prosecutor’s Office Narcotics Strike Force, Toms River Police Department Special Enforcement Unit, and Manchester Township Police Department Narcotics Enforcement Unit identified a Whiting home and a Toms River home where heroin was being stored and sold, Billhimer said.

Detectives executed search warrants Thursday and seized about 2,000 wax folds of heroin, drug paraphernalia, and about $3,400 in cash.

Parkhill was charged by Manchester police with possession of heroin with the intent to distribute; possession of heroin; possession of Adderall without a valid prescription; and possession of drug paraphernalia, Billhimer said. Additionally, Parkhill was charged in Toms River with possession of heroin with intent to distribute in a quantity greater than one-half ounce and possession of heroin, he said.

Parkhill is being held in the Ocean County Jail pending a detention hearing.

Arias was charged in Toms River with possession of heroin with intent to distribute in a quantity greater than one-half ounce and possession of heroin and released on a summons pending a court date, Billhimer said.

The Ocean County Prosecutor’s Office Narcotics Strike Force and the prosecutor's office Asset Forfeiture Unit; Manchester Township Police Department's Narcotics Enforcement Unit, Detective Bureau and K-9 Unit; Toms River Police Department's Special Enforcement Unit and Patrol Division; Barnegat Township Police Department Crime Reduction Unit, and the Ocean County Sheriff’s Office K-9 Unit collaborated in the investigation.
