The Newark Department of Public Safety released an advisory in advance of the storm forecast. Officials stated:
"Residents are asked to be mindful of the city’s “No Parking on Snow Covered Roads” regulations due to the expected snowfall. Signs have been posted on streets throughout the City of Newark to notify motorists of the streets designated for no parking during snowstorms.
"These regulations are essential to the removal/plowing of snow and salting operations and to allow emergency vehicles to pass. Whenever possible, off-street parking is recommended during snowstorms. That may mean partnering with a neighbor to use their driveway.

"The Department of Public Safety is coordinating responses to burglar alarms, flooding conditions and other weather-related incidents through the combined use of Police, Fire and Office of Emergency Management Personnel. Special attention should be given to unsecured outdoor furniture, awnings, refuse and building materials. For fire safety, please utilize flashlights, instead of candles, should you lose electricity due to this weather event.
"Please call: 973-733-6000 for non-emergency weather related matters. Dial 911 for emergencies."

Newark city officials issued an additional plea to residents on Thursday afternoon, asking them to avoid parking on snow-covered streets and not to leave furniture in the roads to "hold" parking spots.
"We ask that if you have a driveway, please park your cars there," officials said. "Parking spots should not be held with any type of furniture – this will hinder us from being able to plow efficiently. Again, please remove any furniture being used to hold parking spots on the street."
