A thousand years ago no need to manage forest; however the natives populations here in America utilized and were part of the organic fiber of the complex ecosystem gifts of the lands resources.
What wildfires have affected the Northern Forest of New Jersey's Highlands? Know of none. The Southern Pine Barrens have fire as part of the co-evolved biome for thousands of years, although fires of late seemed to be caused by human factors illegal fires and tossed cigarette butts.

For example: Emergent properties, Bifurcation, Dynamic equilibrium, Self-Organization, Positive Feedback, Law of entropy, Mutualism, Second law of thermodynamics, Static equilibrium. There are more; but if understanding from these glossary of terms are not part of the debate, then the Bills should be scrapped!
