"He was kind-hearted and motivated by a desire to help people, and he was especially passionate about giving voice to those who could not speak for themselves," Gordon said. "He is certainly someone who saw the good in the world, and who would not be deterred when it came to fighting for what was right, no matter how difficult the issue. All of us who knew Mark are better because of it. He was a friend, but he was also a dedicated public servant, coach, mentor and he was a fighter, who is gone far too soon."

Packer said that funeral arrangements would be announced when they are scheduled.

Residents expressed their condolences to McCullough's family on social media.
