Somerset County Man Jailed for Distributing Child Pornography

Police found 'numerous digital files' of child pornography during a search at the man's Somerset County home Wednesday.

After a nine-month long investigation, Police have arrested a 54-year-old Manville resident for possession and distribution of child pornography.

Igor Starobinsky, 54, of South 4th Street in Manville, was taken into custody after investigators discovered numerous digital files containing child porn at his residence Wednesday. He is being housed at the Somerset County Jail.

The search warrant was conducted at Starobinsky’s home in the early hours of Wednesday morning, Somerset County Prosecutor Soriano Stated. The arrest follows a nearly yearlong investigation into the defendant’s distribution and possession of child pornography.

Following the search, Starobinsky was arrested and transported to the Somerset County Jail, where he is being held on charges of Distribution of Child Pornography, Endangering the Welfare of a Child, and Possession of Child Pornography, Soriano stated.

While the search was being conducted, Starobinsky was also found to be in possession of Marijuana and drug paraphernalia. As a result, he also faces the following drug charges: Possession of Marijuana – under 50 grams and Possession of Drug Paraphernalia, both Disorderly Persons Offenses.

The lengthy investigation was initiated in May of 2014 by the Somerset County Prosecutor’s Office and the Somerset County Sheriff’s Office, working under the auspices of the Internet Crimes Against Children (ICAC) Task Force Program. The investigation used investigative tools that assist in identifying individuals in distribution and possession of child pornography.

Manville Police, the County Computer Crimes Unit, and the United States Department of Homeland Security Investigations Division and the Manville Borough Police Department conducted executed the search warrant.
